What is planning?
Planning manages development and the use of land in the public interest. More questions about the planning system are covered below:
Welsh Government set the shape and framework for the planning system in Wales and can make decisions on certain planning matters.
25 Local Planning Authorities produce Local Development Plans and make decisions on planning applications (22 Unitary Authorities and 3 National Parks).
Planning and Environment Decision Wales (PEDW) make decisions on planning appeals.
Planning decisions are made on the basis of planning law and planning policy. Planning Policy Wales, Future Wales and Technical Advice Notes apply accross Wales. Strategic Development Plans apply at a regional level.

Each Local Planning Authority produces a Local Development Plan. These plans are the 'primary material consideration' or the most important factor decision makers have to take into account in planning decisions.
Landowners provide land to be developed and developers and their agents (e.g. planning conultants) bring forward proposals to develop the land, seek planning permission and fund and carry out the work.
Statutory consultees are organisations that must be consulted on certain planning applications by law. In Wales, they include bodies like Natural Resources Wales, Welsh Water, local highways authorities, Cadw (for heritage matters), and community or town councils. Their responses help planning authorities assess specialist issues like flooding, drainage, traffic, or conservation—but they do not make the final decision.
Other consultees include town and community councils who provide local knowledge into the planning process and represent their communities.
